Apparently, at the most senior levels, it's been common practice for the government to extend their clearances indefinitely. I had the exact same question that you asked. I do know to get another TS/SCI it costs about $20,000, not to mention the length of time it takes to do the background check. When I retired, I was told they would leave my clearance open for 1 year, in case I sought employment that required a clearance and then it could be transferred.
Perhaps these guys are left open so they can be consultants and advisors.
I think this is a very poor practice. Brennen said today that it wouldn't make any difference to him if they pull his clearance, because his opinions are his opinions. However, I think maintaining a clearance implies a level of access, whether he is actually going to the intell briefs or not. I don't think of it as a political issue, although the news insisted that it was, because of the few names Sarah Sanders threw out there.
