She has stayed in Congress for the same reason that Alvin Holmes has stayed in the Alabama legislature.  She emulates her constituents and continually plays the race card and the "little man" against the great white aristocracy.  Alvin Holmes was stopped one night, so drunk he peed all over himself, but because he was Alvin Holmes he got off with a little bad press that his constituents could not have cared less about.
