I'm a pro at this. My company has installed many lifts on the lake before the economy failed. There is only a few reasons your boat won't come up. 1 is the key slot on the pulley on the motor. 2 is the strength of the electrical line running to the motor. It may have had a critter or something else compromise the voltage. 3 it may be bound for some reason (doubt this) 4 your motor is shot, it may run but it looses strength (voltage) when a load is put on it.
