My seawall is in fairly good shape. I patch it every year at low water but I noticed some toe scouring so I bought - for almost nothing - a huge roll of used heavy conveyor belting. I rolled my rip rap away and leaned the belting along the base and replaced the rocks.
Low water this year revealed little scouring.
Depending on how bad the seawall is, remove the cap blocks and put short lengths of rebar down inside the blocks. Possigly you can carefully break out a small chunk of the web on the top course and lay lengths of rebar to tie the wall together length wise. Then pour bags of pre mixed concret wetting as you do. If the wall has holes plywood can be wedged against it to hold the concret in place until it sets.
Not the best solution but I hope it helps.
I have also used rubber belting around small islands to stop erosion from boat wakes.
