I would begin with the Corps of Engineers as:
1) APCo requested a downstream minimum flow variance I believe in June, Corps said needed more time to study such. 2) The Corps was allowing Allatoona to hold back more water than was legal. This was changed in mid July after brought to Corps attention. 3) In I believe in Sept, APCo finally had enough of the Corps bureaucratic BS and told them they were going to reduce the downstream flow and if the Corps did not like it to bad. 4) In October APCo sought a variance in this years Winter Water Level. In mid Nov Corps Approves APCo variance.
May not have all the above dates right, but they are close. So If you want to blame anyone I would say the blame begins with the Corps of Engineers. But then again last year was an Exceptional Drought.
During all this the Lake Martin HOBOs were firing off letters and making calls to the Corps, Gov Riley, APCo, AL Delegation in Washington, DC, State Lawmakers, etc. Not saying the HOBOs made this happen, but at least somebody was trying to bring this matter to the forefront. As without Gov Riley and APCo's intervention we most likely would not be where we are today. As at one point last Fall APCo was projecting the water level could drop to as low as 464, if I am not mistaken, and the low point was 474, I believe.
