But who is responding to the question? Was this part of the Defense Authorization Bill? Since they are saying it is being done under the auspices of Secruity Assistance, that would usually mean that the FMS cases would have to be written, equipment located, Congress Notified before anything gets shipped out. But if it has been in the pipeline, the stuff may have been sitting on pallets, waiting to be airlifted. Back in the day, I've worked a number of these specical drawdown. As long as everyone remembers that this equipment is likely being taken out of National Guard, Reserve and perhaps active duty units and will have to be replaced, which will likely increase the Defense budget next year and the equipment will not be replaced for at least 24 months. And want to bet there is a Quid pro quo for these other countries providing equipment?
My point is this - Biden throws around Millions and Billions so often it is hard to keep track. I suspect that they are running the treasury on a 24/7 basis now.
