The only thing I can say is that perhaps Democrats threw a lot on the table that they could "give" in negotiations, so they coud get a few things that they could be seen as championing.  This was them playing to their base.  And now they can say they "stood firm" for the American worker, when the truth is that could give a rat's ass about the American worker.  They have suffered so many "losses" this year - Mueller and the impeachment" their only real goal was to look like they won.  Just goes to show how broken our Congress is.
