Despite significant reservations from OMB, just the opposite occurred in the Oblamer administration (which I assume is just as illegal judging by your expertise) concerning Solyndra.  Remember that Doe boy?  Oblamer pushes the OMB against their better judgement for rapid approval of the DOE guaranteed 535 Billion (Billion with a B) loan so Biden could present it at a pressor.  Then they declare Chapter 11.  To make matters worse, a private restructuring loan got first dibs over our tax dollars in the restructuring legalese.  Slimey.  

Exactly what Mulvaney stated, this sh.....t happens ALL THE TIME.  He was the past director of OMB for crying out loud and I assume he knows who he can trust and who there are the never Trumpers.
