Phil, you are quibbling.
I am quite certain that you know… or should know… that I meant. “Whoever fires a bullet owns it.” The owner of a handgun cannot possibly be responsible for projectiles fired from someone who possesses his/her firearm without his/her permission.
Now… if I LEND, SELL, or GIVE anyone a firearm… KNOWING that such person has displayed a propensity for violence, or is a felon, or is otherwise unauthorized to possess a firearm… THEN, I become culpable.
If one has a firearm stolen, he/she is obligated to report it and provide the serial number and description of such firearm.
I MEAN TO SAY THAT WE NEED TO ADDRESS THE CONSEQUENCES OF CRIMINAL ACTS… NOT GO AFTER LEGAL ARMS OWNERSHIP.

PS: A rifled barrel inscribes a inique pattern into every bullet fired. Matching a bullet to a praticular firearm is old forensic science... assuming a) the bullet can be found and b) the bullet survived impact.
