For SS, I suspect any change will effect those 50 and younger or will be phased in very gradually. When SS was first started under Roosevelt, the average lifespan was less than it is now and a higher percentage of those covered died before normal retirement age 65. The assumptions have dramatically changed as those covered live longer. They are trying to compensate by raising the age. The problem is many people can't physically continue to age 69. So, there will be more collecting under the diasbilty provision for a few years until they reach whatever the new retirement age becomes.
