The objective of governments (even local ones) is to control the herd. To control the individuals who administer control of the herd, we have "policy" - the purpose of which is to take away any variation in execution of control (of thought , mind, action, money, etc...). This old lady has no relevancy to the government, and most dissapointingly, to the people who placed the government. Sorry Grandma.
