-I know nothing about oil rigs, so I'll assume what is in above posts is correct.
-A law written 15 years ago requiring a fire boom on standby has a good chance of being forgotten by most organizations
-However, military units constantly exercise various crisis scenarios. If teh Coast Guard has the responsibilty to respond to oil rig blow outs (and I don't know if it does or not) then its periodic exercises should include the accounting for, deloyment of, and after-action report on a boom's use in such exercises. Thus, there is no excuse for a boom not being in teh gulf.
-Now if the presence and use of a boom is the responsibility of a civilian government agency or the oil companies, then 15 years is a long time to keep something around that has never (?) been used and that all teh people who once thought it was a good idea have long retired to homes on lakes without oil rigs (...accept for copperline's recent installation of one off shore from MM's house).
