Should be doable at home and should not involve any steering cables, etc. Before ordering a new one, I suggest taking it off and soaking it for awhile in a pretty strong solution of water and chlorox. After it has soaked for awhile, use a good stiff bristle brush to scrub on the mold/mildew. I have a twenty year old pontoon boat with the same condition and it cleaned up nicely.
